  15. <p>Dow Corning tries to shore up its sagging image
  16. </p>
  17. <p>     It was a textbook case of crisis mismanagement. Hit by
  18. hundreds of lawsuits and a federal probe into the safety of its
  19. silicone breast implants, Dow Corning spent much of the past
  20. year hunkered down in a defensive crouch--stalling
  21. investigators, sitting on evidence and minimizing the complaints
  22. of women who said the devices caused them pain, disfigurement
  23. and serious autoimmune disorders. By the time the Food and Drug
  24. Administration called for a ban on the implants last month, Dow
  25. Corning's health and safety problem mushroomed into a public
  26. relations disaster.

  28. <p>     Now, belatedly, the company that produced most of the 1
  29. million to 2 million implants for American women is attempting
  30. to make amends. Having hired former Attorney General Griffin
  31. Bell to review its past handling of the safety issue, it moved
  32. quickly last week to put forward a new, more open corporate
  33. face, replacing intransigent chief executives and releasing
  34. hundreds of documents that it had tried for months to keep out
  35. of the public eye.

  37. <p>     To a large degree, Dow made a virtue of necessity. The FDA
  38. had threatened to make the documents public anyway, and some of
  39. the most damaging information had already leaked to the press.
  40. Still, the firm's moves last week reflected a new public
  41. relations savvy, if not a heightened corporate conscience. First
  42. it stopped the hemorrhaging of bad news by putting out all the
  43. documents at once. A few hours later, it announced the bold
  44. management changes.

  46. <p>     Dow Corning's new chairman, Keith McKennon, a veteran of
  47. Dow Chemical's Agent Orange and dioxin crises, promised to
  48. cooperate with the FDA and hinted that the company might even
  49. help women who wanted their implants removed and could not
  50. afford the surgery. But Dow Corning's problems are not over.
  51. Last week a congressional committee asked for a criminal
  52. investigation into the firm's handling of implants. Among the
  53. evidence: a 1980 memo from a Dow Corning salesman complaining
  54. that the company's decision to put "a questionable lot of
  55. mammaries on the market...has to rank right up there with
  56. the Pinto gas tank."
